		<description>I had the problem with bundler 1.0.18, rails 3.1 and Tomcat 6.0.20 (win32) too. A simple tomcat upgrade to 6.0.33 did the job.

Yeah, libpq is actually there, as demonstrated by the successful compilation and installation of pg 0.9.0 (it has the same dependencies). 

I should mention that before trying to use pg, we had the postgres gem (0.7.9.2008.01.28) running on this server and as near as I can tell, it requires the same libraries. 

I have updated the post to reflect this information.
